Who is responsible for the product roadmap in the company?

It feels like the product roadmap is part of the product manager responsibility. You can find a lot of articles about how to manage roadmap, and manage communications around it.

But there is a big question, who is responsible for roadmap changes? VP of a product? CPO? A Product Committee?

Can the product manager take the leadership and change the roadmap? How does it look in your company?

From my experience the product manager responsible for the roadmap. It is her/his responsibilities to keep the roadmap updated, to communicate with stakeholders, etc.

But he doesn’t have authority to make a significant change without confirmation from CPO or VP of a product. The reason of this are external communications and potential partner agreements.
